Verification of the accuracy of self-certifications
From January 1, 2012, according to the provisions of Article 15, paragraph 1 of Law No. 183 of November 12, 2011, certifications concerning personal status, qualifications, and facts are valid and usable only in relations between private individuals. In relations with Public Administration bodies and Public Service Providers, certificates are always replaced by self-certification declarations (pursuant to Article 46 of Presidential Decree No. 445/2000) or by declarations in lieu of affidavit (pursuant to Article 47 of Presidential Decree No. 445/2000).
Therefore, public administrations and public service providers are required to accept self-certifications. Failure to accept substitute declarations of certification or affidavit constitutes a violation of official duties.
Certificates issued by public administrations to be submitted to private parties must include, under penalty of nullity, the following statement: “This certificate cannot be submitted to public administration bodies or to private providers of public services.”
Therefore, the Università degli Studi Guglielmo Marconi will issue only certificates valid and usable exclusively in relations between private parties, bearing the above-mentioned statement.
Procedure for verifying self-certifications
Requests from Public Administrations and Public Service Providers (ENTITIES, MINISTRIES, UNIVERSITIES, INSTITUTES, etc.), aimed at verifying the truthfulness of declarations made pursuant to Articles 46 and 47 of Presidential Decree 445/2000, may be sent:

Request content
The request must include:
- originating office
- clear and complete subject including all useful information to retrieve the requested data
- copy of the substitute declaration issued by the student
- full name of the signatory
- address to which the response should be sent
Response time
Requests submitted will be processed within 30 days from their registration in the University’s Official Protocol.
