Simultaneous Enrollment in Two Higher Education Programs

Pursuant to Law no. 33 of 12 April 2022, Ministerial Decree no. 930 of 29 July 2022 (Provisions allowing simultaneous enrollment in two university programs), and Ministerial Decree of 2 August 2022 (Provisions allowing simultaneous enrollment in two AFAM programs or in one AFAM program and one university program), it is possible to enroll simultaneously in two higher education programs.

Simultaneous enrollment, up to a maximum of two programs, may involve either programs offered by the same University or programs offered by different Universities or Institutions of Higher Artistic and Musical Education (AFAM), including foreign institutions, provided that two bachelor’s, master’s, or single-cycle degree programs are chosen that do not belong to the same degree class and that differ by at least two thirds of their educational activities (Ministerial FAQs on dual enrollment).

  • Without prejudice to the obligation to hold the qualifications required by national regulations and by the University Regulations for enrollment in the various levels of degree programmes, each student may enroll simultaneously in

    Degree programmes

    • 2 bachelor’s degree programmes
    • 2 master’s degree programmes
    • 1 bachelor’s degree programme and 1 master’s degree programme
    • 1 degree programme, bachelor’s or master’s, and 1 master’s (postgraduate) programme
    • 1 degree programme, bachelor’s or master’s, and 1 PhD programme
    • 1 degree programme, bachelor’s or master’s, and 1 non-medical specialization programme

    Postgraduate programmes

    • 2 master’s programmes, provided they are not the same master’s programme
    • 1 master’s programme and 1 medical or non-medical specialization programme
    • PhD programme and 1 non-medical specialization programme
    • PhD programme and 1 master’s programme, subject to approval by the respective governing bodies

    AFAM programmes

    Simultaneous enrollment in university degree programmes and in programmes at AFAM institutions is permitted, up to a maximum of two enrollments.


    Note: Article 2.2 of Ministerial Decree 930/2022 provides for the possibility of dual enrollment in a medical specialization programme and a PhD programme, with regulation entrusted, pursuant to Article 7 of Ministerial Decree 226/2021, to the Regulations of the individual universities’ Schools of Medical Specialization.

  • Simultaneous dual enrollment is not permitted in:

    • 2 bachelor’s or master’s degree programmes belonging to the same degree class;
    • 2 bachelor’s or master’s degree programmes which, although belonging to different degree classes, do not differ by at least two-thirds of their learning activities;
    • 2 bachelor’s or master’s degree programmes if both require compulsory attendance (excluding laboratories and internships);
    • 2 PhD programmes;
    • 2 specialization programmes.
  • To declare their intention to enroll in two programs, interested parties must submit a self-certification during the pre-enrollment process attesting to their dual enrollment requirements.

    If enrolling at different universities, the declaration of intent to enroll in two programs must be submitted to both institutions.

    The same declaration must also be submitted if transferring programs within the same university or between different universities.

    Complete the self-certification, print it, sign it, and send it to the University.

  • The registration procedures remain unchanged.

  • Students who simultaneously enroll in two programs must choose one of the two as the reference for accessing the benefits provided by current legislation regarding the right to education, for the entire period of simultaneous enrollment in both programs. Students already enrolled in a program in years subsequent to the first cannot choose the second enrollment as the reference for the purposes of the right to education benefits.
